Strategic Cooperation Between YTB And ÖSYM in International Student Selection

A historic cooperation protocol has been signed between the Presidency for Turks Abroad and Related Communities (YTB) and the Measurement, Selection and Placement Center (ÖSYM) to make international student selection processes more effective and inclusive. Through this protocol, the global reach of Türkiye Scholarships will be combined with ÖSYM’s 50 years of experience in measurement and evaluation, giving new momentum to Türkiye’s goal of becoming an international hub of education.


The signing ceremony, held at the ÖSYM Campus, was attended by YTB President Abdulhadi Turus, ÖSYM President Prof. Dr. Bayram Ali Ersoy, and senior representatives from both institutions. Under the protocol, Türkiye Scholarships—one of the world’s most prestigious scholarship programs conducted by YTB—will benefit from the infrastructure and technical expertise of ÖSYM’s TR-YÖS (Türkiye Exam for International Student Admission) in its student selection processes.

YTB President Turus: “We Will Surpass Global Equivalent Exams”

Speaking at the ceremony, YTB President Abdulhadi Turus emphasized that the Türkiye Scholarships brand operates in nearly 160 countries and represents a large-scale organization that receives more than 100,000 applications each year. Noting that they received 125,000 applications this year, Turus highlighted the strategic importance of the cooperation and stated: “In the student selection processes we conduct across nearly 160 countries, joining forces with ÖSYM’s half-century of experience is a historic step for us. Today, we are realizing our goal of establishing our own examination system and benefiting from ÖSYM’s technical expertise in this regard. Through this protocol, we will continue to offer equal opportunities to candidates around the world within the framework of our President’s vision of Türkiye as a global hub of education, and we will attract the most qualified students to our country. With ÖSYM’s contribution, our international strength will increase, and we will achieve a standard that surpasses equivalent exams around the world. This cooperation will not only facilitate our work but also elevate Türkiye’s influence in education diplomacy to its peak.”

ÖSYM President Ersoy: “Our Motto is Internationalization, Our Goal is 1 Million Students”

ÖSYM President Prof. Dr. Bayram Ali Ersoy stated that ÖSYM has designated “Internationalization” as its motto for 2026 and expressed satisfaction in contributing to Türkiye’s goal of hosting 1 million international students. Emphasizing that YTB’s field presence in 160 countries also presents an opportunity for ÖSYM, Ersoy said: “We are integrating our examination services—primarily TR-YÖS—with YTB, one of the most qualified institutions introducing Türkiye’s culture and education to the world. Our aim is to provide a valid, reliable, and fair examination service at international standards and to enhance Türkiye’s global recognition. As ÖSYM, we have focused on exams that measure all four skills; following our English exam (e-TEP), we are advancing toward becoming a global exam center with our Turkish and Arabic exams as well. We will contribute to our President’s goal of making Türkiye an education hub by selecting the most qualified students. With this protocol, not only ÖSYM but Türkiye itself will raise its flag in 160 countries.”

The ceremony concluded with the signing of the protocol by both parties.
